CBI backs new PPPs for health centres at Budget

Britain’s leading business group, the CBI, has backed the creation of new Public-Private Partnerships (PPPs) in its submission to the Autumn Budget 2025, calling specifically for PPPs to be used to develop the new Neighbourhood Health Centre programme.

The submission to the Treasury from CBI says:

“Whilst the government has provided a welcome outline of where it sees the potential for PPPs, our members believe the government can broaden the scope of PPP applicability outlined in UK Infrastructure: A Ten-Year Strategy. Delivering the economic and social infrastructure - from roads to health centres - needed to support our growth ambitions will require a mixed market of PPP models.

PPP projects were three times as likely to be built on time and on budget when compared to traditional public procurement, according to a census by the National Audit Office (2002) and a Government survey (1999). (1)

Almost every other Western country in the world uses a version of Public Private Partnerships (PPP) to build the public assets they need. Ironically, it was the UK which pioneered these but no longer benefits from their use in new infrastructure projects in England.

There is now an opportunity with the 10 Year Infrastructure Strategy to address the significant infrastructure deficit we have in this country, reinvigorate our public services and support economic growth.
